Introduction:
The Municipal Solid Waste Management Program of Bayombong is a mandated function and responsibility of our local government unit as mandated by Republic Act 7160 known as Local Government Code and Republic Act 9003, DENR Administrative Order No. 30, Series of 1992 and The Ecological Solid Waste Management Act of 2000 which devolved the enforcement of environmental laws on cleanliness, sanitation, solid waste management, forest and forestland and other environmental matters.
The MSWM Section of MPDO was established since 2004 and was assigned lead in the implementation of ESWM and FFL in the municipality.

For calendar year 2009, different activity was implemented in the whole municipality based on the approved ESWM and MFLUP annual plan to ensure proper segregation, education, enforcement and protection of our environment.
· Regular meetings of the board and solid waste management personnel;
· Procurement of Safety gear (paraphernalia’s) of Eco-aide Personnel;
· Procurement of Additional Garbage Trucks for Barangay collection;
· Active information and education campaign of Municipal IEC Team for SWM program;
· Monitoring and Evaluation of SWM implementation in the Barangay level;
· Strict enforcement of “no segregation no disposal” at the SLF & ecological park;
· Composting of Biodegradable wastes at the MRF through Vermi-Culture process;
· Production and Printing of SWM Flyers and Tarpaulin with messages on how to manage and
protect our environment;

· Issuance of Citation Ticket and notice of violation to different barangays for non-segregation;
· YCAP or cleaning activity of Eco-aide personnel at the Municipal Quadrangle, etc;
· Capability building of SWM personnel’s in the preparation of Municipal Forest Land Use
Plan;

· FLUP orientation and planning workshop to the 25 barangays;
· FLUP Maps validation in every barangay;
· Digitization of Bayombong Map’s for FLUP formulation.
